Busan police have arrested dozens of people accused of operating a criminal scheme that sold fake liquor to intoxicated customers at nightlife establishments in Seomyeon.
The Busan Metropolitan Police Agency said that the group allegedly operated five establishments in the area between April 2022 and September 2024.
The alleged ringleader was arrested, while 44 other members of the organization and 16 operators of unregistered hostess agencies were also apprehended.
According to police, street promoters targeted heavily intoxicated men and brought them into the establishments, where employees allegedly created fake liquor using leftover alcohol mixed with ingredients including black tea.
Local media reported that customers were encouraged to pay in advance through mobile banking or cash cards, allowing staff to obtain their PIN numbers.
Once customers became unconscious or heavily impaired, employees allegedly inflated their bills and attempted to transfer money or withdraw cash without permission.
Police estimate the establishments sold about 3.5 billion won worth of fake liquor during the operation.
The investigation began after six employees reported the organization to police. Investigators said workers who failed to meet sales quotas or violated internal rules were subjected to violence and other abuse, including being forced to harm themselves.
Police identified more than 1,000 potential victims through business records and bank transactions.
However, many were reluctant to provide statements, leaving investigators able to document about 100 million won in losses involving 58 victims.
