Busan Police Arrest 15 in Illegal Outcall Massage and Flyer Operation

Busan police have arrested 15 people in connection with an illegal outcall massage operation that allegedly employed undocumented foreign nationals and distributed around 100,000 promotional flyers across the city.

The Busan Metropolitan Police Agency said those arrested included two business owners and managers, six people involved in producing and distributing flyers, two brokers accused of recruiting undocumented workers, and five massage employees without legal residency status.

The investigation began in May after police found outcall massage flyers scattered around Busan entertainment districts.

CCTV footage and communication records were used to trace the network behind their production and distribution.

Police allege the operation employed undocumented Thai nationals to provide outcall massages and sexual services, including at a motel in Suyeong-gu.

Investigators said new workers were recruited through Thai brokers when previous employees were deported following police raids.

Authorities also traced the flyers to a designer in Daegu and printing and cutting businesses involved in their production.

A distributor allegedly used his vehicle to scatter the advertisements around Seomyeon and Gwangalli.

Authorities said they plan to continue targeting businesses that employ undocumented workers for illegal prostitution-related activities, as well as those involved in producing and distributing illegal advertising.
